אנשי יחידת ניהול ספרים ברשות המסים ערכו מבצע ביקורת רישום הכנסות כדין בעכו ובסביבה. במסגרת המבצע, שנוהל על ידי פקיד שומה עכו, נערכו 96 ביקורות בעסקים ממגוון תחומים, מהן עולה כי כ-16% מהעסקים שנבדקו לא רשמו הכנסות כדין.
מבדיקת ספרי החשבונות של בעלת מכון לבניית ציפרנים מנהריה, התברר כי הרישום האחרון בספרי העסק היה ב-4/9/18, זאת למרות הכנסות בסך 12,000 ₪ שהיו לה מאז ועד ליום הביקורת. תשובתה היתה: "היו לי כאבי צוואר ולכן לא רשמתי קבלות בתקופה של חודשיים… קוסמטיקאית מנהריה שאף היא לא רשמה הכנסות מ-7/9/18, למרות הכנסות בסך ,13,000 הסבירה לבודקי מס הכנסה שהסיבה לכך היא ש"בנה נפצע והיא מסובכת כלכלית.." ובעלת מכון יופי נוספת אף היא מנהריה שלא רשמה הכנסות בחודשיים האחרונים טענה "שבעבר היה לה תיק אבל היא פתחה תיק בחדש ולא הקפידה על רישום הכנסותיה". לעומתן, בעלת מכון יופי אחרת, שלא רשמה הכנסות בסך 9,800 ₪ משבעה צ'קים שקיבלה, טענה: "אני רושמת בזמן הפירעון את הצ'קים".
במהלך הביקורת הגיעו המבקרים אל ספר "עסוק במיוחד", מקריית מוצקין, שלא רשם הכנסות בסך 3,230 ₪ מיום הביקורת ובנוסף, 3,130 ₪ מספחי אשראי שנמצאו במספרה. הספר טען להגנתו: "הייתי עסוק ולא הספקתי". הגדיל לעשות עורך דין מנהריה שעל שולחנו נמצא פתק כתוב בשפה הרוסית ובו צויין שכר טירחה שקיבל מלקוחה, ולא נרשם בספרים. עורך הדין אמר למבקרים: "אתמול היתה אצלי לקוחה שתרגמתי לה מסמך וחתמתי על ייפוי כח ולא הספקתי לרשום". מבדיקת הפקדות בחשבון הבנק של עורך דין מעכו, נראתה הפקדה בסכום של 18,530 ₪, שלא נרשמה בספרים עורך הדין טען: "זה תקבול שכר טירחה ממשרד המשפטים, פשוט התפספס לי". ואילו עורך דין שלא רשם שני צ'קים בסך של 8,800 ₪ טען: " אתמול קיבלתי את הצ'קים מסרתי היום לאשתי שתפקיד אותם ועדין לא הספקתי לרשום אותם".
מתצפית שנעשתה על נהג מונית מעכו התברר שלא רשם הכנסות. הנהג טען: "זו נסיעה ראשונה שלי ולא התפניתי לרשום"… תצפית שנעשתה על נהג מונית אחר מעכו, עלה כי הנהג עובד על "בסיס פיקס" ומשלם לבעל המונית 170 שקלים ולו עצמו אין כלל תיק ברשות המסים, ומכאן שאינו מנהל ספרים. "ולקינוח", מספירת קופה של בעלת בית מאפה בקרית ביאליק, עלה כי לא רשמה הכנסות בסך 912 ₪ מיום הביקורת. בעלת העסק נותרה ללא מילים וטענה: " לא יודעת מה לומר לכם"…
פעילות הביקורת באזור נערכה כחלק מפעילות נרחבת של רשות המסים נגד מעלימי מס והון שחור, במסגרת המדיניות להגביר את פעילות האכיפה ולשפר את כושר ההרתעה, בין היתר ע"י עריכת מבצעי שטח שמטרתם להביא לדיווחי וגביית מס אמת ולהגביר את השוויון בנטל בקרב האזרחים.
